The Legion of the Dragon was formed as a side product of the foundation of the Black Tower. Identifying both how many males would be unwilling to come forward to be tested for the ability to channel - due to public opinion of male channelers, and to the threat of the taint - and how it would be impractical to train channelers to serve the Lord Dragon Reborn who, for various reasons, did not wish to serve him to begin with; it was proposed that a call should be put out for any men who wished to fight for the Light under the Lord Dragon to come forward, and from these men potential channelers be harvested.
Once a male channeler had been tested, they would have begun channeling whether they wished to or not, therefore were left with little option but to train at the Black Tower. However, male channelers numbered only a few of those who rallied to the call.
The men who did not pass the test instead were recruited into a brand new military force. Consisting of men from all across the Westlands, from all walks of life, with a range of different military experience, the soldiers were put through intensive, heavy training under one of the best generals sworn to the Dragon.
The Legion were deployed in the sacking of Illian, and later against the Seanchan, right up to the gates of Ebou Dar. Currently, the majority of the Legion is based in Illian, maintaining the border against conventional Seanchan troops to the west.
